If you live in LA County, you’ve almost certainly heard of SCAN Health Plan — from a neighbor, a mailer, or a commercial. It’s one of the most established names in this market. But “established” and “right for you” aren’t automatically the same thing, so let’s actually dig into the real strengths, the real trade-offs, and who each side fits.
I’m independent — I represent more than 40 carriers, not just SCAN — so nothing here is written to sell you on one plan. It’s written so you can make your own call with the full picture.
WHY SCAN IS DIFFERENT FROM A LOT OF LA'S OTHER OPTIONS
Most Medicare Advantage carriers marketing in Los Angeles are large, national, for-profit companies. SCAN isn’t. It was founded in Long Beach in 1977 and has grown into one of the largest not-for-profit Medicare Advantage plans in the country. That not-for-profit structure matters in practice — SCAN doesn’t answer to outside shareholders, and its stated mission has centered on senior independence and community-based care since its founding.
SCAN is also genuinely popular here, not just present. One of its most-enrolled plans, SCAN Classic, has tens of thousands of members in LA County alone — this isn’t a fringe or unproven option in this market.

- OTC/grocery/utility allowance (select markets): $360–$1,860/year

WHERE SCAN GENUINELY SHINES
A Track Record, Not Just a Sales Pitch 13 straight years at 4 stars or higher isn’t easy to fake. A single good year can be luck. A decade-plus says something real about consistent management.
Real Everyday Benefits Depending on the specific plan, you can get meaningful dental, vision, and hearing coverage, plus in some LA-area plans, allowances for groceries, OTC items, or utilities — benefits that go well beyond what Original Medicare covers on its own.
Specialized Plans for Specific Situations SCAN was early to offer an LGBTQ+-focused Medicare Advantage plan, and it also offers a plan built specifically for people managing chronic conditions like heart failure or diabetes. If either applies to you, it’s worth asking whether one of these tailored plans serves you better than a standard option.
WHERE SCAN MAY NOT BE THE RIGHT FIT — TOLD STRAIGHT
It’s an HMO, and That’s a Real Trade-Off Most SCAN plans require a referral from your primary care doctor before you see a specialist, and outside of emergencies or out-of-area dialysis, care outside SCAN’s network usually isn’t covered. If you like going straight to a specialist without that extra step, this will feel like friction.
Not Built for Frequent Travelers SCAN’s network is regional. If you spend real time outside Southern California each year — visiting family, wintering elsewhere, whatever the reason — a plan with broader national reach, or Original Medicare paired with a Medigap plan, will likely serve you better.
Network Fit Isn’t Guaranteed Not every doctor or hospital system in LA County is in SCAN’s network, and that can shift year to year. If you have specialists you’re not willing to leave, this needs to be checked before you enroll — not after.
SCAN MAY BE AN EXCELLENT FIT IF YOU:
- Live in LA County full-time and don’t travel extensively
- Are comfortable with an HMO structure and referrals
- Want strong dental, vision, and hearing benefits at a low premium
- Prefer working with a not-for-profit, community-based carrier
- Qualify for and are interested in a specialized plan (LGBTQ+-focused or chronic-condition-focused)
SCAN MAY NOT BE THE RIGHT FIT IF YOU:
- Spend significant time outside Southern California each year
- Strongly prefer PPO flexibility and want to avoid referrals
- Have specialists or a hospital system outside SCAN’s network
- Prioritize nationwide flexibility over lower costs and added benefits
PAUL’S HONEST TAKE
SCAN is one of the plans I bring up most often for LA County clients who are staying local and want strong benefits without a high premium. It’s earned its reputation, not just bought it with advertising. But I don’t recommend it on reputation alone — I check your specific doctors and medications against the actual plan first, every time. The carrier’s rating tells you about the plan in general. It doesn’t tell you whether your cardiologist takes it.
